PROGRAM DESCRIPTION:
This year's event will take place at the DFW Airport Headquarters, located in the heart of the Metroplex. Attendees will have the opportunity to participate in TWO SEPARATE but related workshops spread over the course of Thursday (8/9) and Friday (8/10). Thursday we will have a workshop by ULI (Urban Land Institute), however, the event has a **maximum participant level of 24!** So register quickly! Attendees have the option to only attend one or to attend both workshops---but to attend both, the registrant must register for both events separately!
FRIDAY WORKSHOP (8/10): The traditional Elected and Appointed Officials Training will be led by Dave Gattis, Carol Barrett, and Abra Nusser and will be open to a maximum participant level of 70. We will cover Planning and Development Review Basics, Ethics, and we will also have a Development Review Exercise.
Friday’s focus will pertain to the basics of planning and development review with presentations and a hands-on exercise. The Dave Gattis’ presentations will discuss historical aspects of planning and regulations including, but not limited to:
• History of planning
• Planning components (zoning, comprehensive plans, strategic plans)
• Trends in planning (Smart Growth, technology, crime prevention, & historical design styles
The next segment, presented by Carol Barrett, will focus on ethics for elected and appointed officials including, but not limited to:
• Ethics legal framework (ex. Open Meetings Act)
• Procedural considerations for ethics and integrity
• Conflicts of interest
• Scenarios and potential ethical dilemmas
Following the presentations, workshop attendees will have the opportunity to participate in a mock development proposal review. The proposal is designed to allow attendees to use their experience and newly acquired knowledge from the presentation to work with one another to further understand the development review process.

THURSDAY WORKSHOP (8/9): Presented by ULI (Urban Land Institute), UrbanPlan for Public Officials is a lively, interactive, six-hour workshop for local decision-makers including mayors, city council members, plan commission members, and senior staff. Workshop participants work in teams to respond to a hypothetical RFP (Request for Proposals) for a blighted neighborhood. Participants gain an understanding of the complexities of the development process in the following areas:
• Basics of negotiating and funding a complex project,
• Economics of different building types and community benefits of each,
• Risks associated with project decisions, and
• Importance of understanding the process from all angles.
